Comments:

It's located on the Scoter Trail in Patricia Bay Park, which was intended to be accessible.  The trail is relatively flat, but a little bumpy (it's gravel - not paved).  For the cache itself - I'm not sure I'll know how accessible it is unless I have feedback.  I don't think the height is a problem at all, and there's no need to go off the trail, but as for the reaching - that's where I lack the experience to know just how easy/difficult it might be!  I'll play it safe and say "assistance will be needed" unless I hear otherwise.
