Comments:

I'm the cache owner. This cache is on a pullout along an active highway, but is sufficiently distant from the road that a cacher should be perfectly safe here. There is ample parking only a few feet from the cache. The surface is mostly paved, with dead leaves and small branches along the way. I've rated it for a slope, but the only real slope is a hill that the hiding place is a few feet up (but still mostly reachable from the pavement).

I honestly do not know how difficult it will be for a cacher on wheels to reach, but I think a determined wheeled cacher might be able to do so.
