Comments:

I'm the cache owner. This is a Virtual Rewards cache, so there is no physical container. My assessment as an able-bodied cacher is that a wheeled cacher should have little trouble with it. The finder must visit at least seven of nine stages and gather information at those waypoints. That information is in all cases (with two exceptions, Stages #7 and #XC1) within three feet of the ground. The total distance is probably about half a mile, including the two "extra credit" stages. It's in a city park, which means most of the routes are paved or stone, although the pavement can be rough in spots. There are restrooms near Stage #4, but I am not sure when (if at all) they are open.

Stage #1 requires a short travel on grass.
Stage #3 requires a gentle downhill on pavement to get to it, and a gentle uphill to return/proceed.
Stage #6 crosses a bridge with a gentle rise in the middle.
Both extra credit stages require a street crossing, but none of the others do.
