Comments:

This is a multi cache, all the clues to get the final coordinates are by signs or statues in the city. 

Step 4 takes you to a sign that is up a short, but steeper incline, on a narrow path. I think you could still take a wheelchair up it though.

The final container is up a grassy hill with not much in the way of railings, but it is near a path. Bring a friend for the last part if you are unsteady on your feet.
