Comments:

This is a simple puzzle cache that works like a two-part multi: you go to one location to get the clues and a second to get the cache (no spoiler: this much is revealed in the description!).

In order to avoid parking restrictions and slope concerns, I recommend parallel parking on the street at N 38°50.575' W 077°06.295'. This is a little more than 500 feet from the first stage, but involves less slope than parking at N 38°50.535' W 077°06.417' during non-business hours (that is, however, still less than 500 feet with a slope of 10% or less).

Regardless where one parks, collecting clues at the first stage involves getting off the sidewalk for a yard or two of grass on a slope less than 10%. The only alternative here would be having some sort of lens that would magnify the plaque from the sidewalk (camera with a decent zoom?).

The second stage, the cache itself, is just over 500 feet from the clues, closer to my primary parking suggestion. Most of this distance is paved with hardly any slope. But like the first stage, grabbing the cache involves getting off the sidewalk for a yard or two of grass on a slope less than 10%. From a sitting position, it may be a difficult reach, but it's less than six feet high.
