Comments:

This rating is for the temporary spot that this cache is living in at the moment while the new V&A museum is under construction. There is a short stretch (approximately 4 feet) of cobbles (with concrete between them, they're not the deep, gappy find) which aren't too bumpy.

You might be able to do this just by reaching down if you have an accurate enough GPS, but I needed to crouch for it.
